A group of us played on Tuesday 31st to obtain a very hard and rare achievement in a old 360 game, Texas Hold'em, the achievement being 'Tournament Pro'. This session is recorded on trueachievements.com. As of August 6th none of us have synced through to Xbox live that achievement. There was a mixture of Backward Compatible users and 360 users across this session.

Trying my profile on my actual 360, it doesn't show the achievement there either. I have since obtained an achievement on Halo ODST Backward Compatible which has synced fine and is visible on BC and the 360.
Clearly there were serious issues that day affecting a number of different things. Does Microsoft have a resolution for this issue of their own making ? This is not the kind of achievement you do twice. I would also note that my BC virtual console now regularly disconnects from Live every couple of hours as well since this has occurred.
Regards
(PS please don't reply with any kind of nonsense about a hard reset, that is a fundamental misunderstanding of the issue to suggest that)
Xbox One consoles are now backwards compatible with some Xbox 360 games. How do you play supported Xbox 360 games on an Xbox One? What happens with disc-based games? We’ve got a short video tutorial for you.
Microsoft’s console supports around 100 360 games right now, with more to come.
Weirdly, the Xbox One store doesn’t currently let you buy any of the backwards-compatible games. You can buy them digitally from an Xbox 360 or onXbox.com. Or, of course, you can get them on disc.
If you have save files for those games, upload them from your Xbox 360 by saving them to the cloud. Your Xbox One will grab them automatically.
